Home Energy Assistance Target
(HEAT)

The Bear River Association of Governments (BRAG) is requesting funds for the HEAT program. BRAG is a tri-county Association that serves the counties of Box Elder, Cache, and Rich. The HEAT program is designed to provide assistance for low income families in each of these three counties. HEAT has provided utility assistance to 4,000 families this year and with an increase in funding through a Community Development Block Grant, HEAT will be able to increase the number of families we can help to 6,000. We are requesting $500,000 from the annual allocation of $8 million that the Utah Dept. of Community and Culture receives from the federal government specifically for projects for low income families. With an increase in funds available to the HEAT program, we will also be able to increase the amount each of our existing clientele can receive to compensate for the rise in unemployment and the increase in heating costs.

Each year the Utah department of Community and Culture receives $8 Million from the Federal Government for the specific purpose of funding low to moderate income families in several areas, including housing. The eligible projects according to Utah Government website are “Infrastructure projects (water systems, sewers, and sidewalks), public facilities, community services, housing, and economic development.” The same site also says that these funds are reserved for all counties except for Salt Lake County. Because we are three of the remaining 28 counties and in population make about 10 percent of the available recipients of the funds we feel that 6 percent of the funds are a fair allocation.

This is a perfect opportunity to use funds earmarked for low income families in a way that has immediate and powerful effects. The HEAT program is designed to pay an allocation of low income families heating bill based on the number of family members and the income the family makes. In the last year we have provided heating assistance in to over 4,000 families. We have had to turn many families away based on limited funds. Through the grant we will be able to give an additional 2,000 families assistance and raise the amount we are able to give to each family. This is a low risk project; the systems are already in place and succeeding so the chance for a failure and wasting the money is very low.

Due to the economic recession of the last several years there are many more families that qualify for this program than have in previous years. In the three counties covered in the HEAT program unemployment has increased by a large factor in the previous year. In Cache County unemployment has gone from 5 percent to 6, in Box Elder County it has increased 1.2 percent, from 8 to 9.2, and in Rich County it has increased from 5.9 to 6.2 percent. We project that due to the rise in oil costs the cost of heating a home will increase 15 percent, from $986 yearly to $1137. These two factors have caused our funds we currently operate with to be inadequate to meet the needs of the families in our counties.

We will use the added funds from the grant to increase funding to our current clients, add new families to our client list, and also educate all of our clients on how to minimize their heating costs. We are confident that with the Board of Directors we have we can utilize these funds in swiftly and efficiently meeting these goals.

“Bear River Association of Governments (BRAG) was formed in 1971 by Box Elder, Cache, and Rich Counties. BRAG is a voluntary organization of local governments created to facilitate intergovernmental cooperation and to insure the orderly and harmonious coordination of federal, state, and local programs for the solution of mutual problems of the region. BRAG's goal is to serve as a multi-purpose organization, utilizing their combined total resources, to provide a more effective means for planning and development of the physical, economic, and human resources of the region.”
We are asking for $500,000 based on the population in our three counties. Also based on our current budget we have successfully assisted 4,000 families with their heating bill, and with these funds we will be able to increase the funding for those families and offer assistance to many more families in need.

We feel that we have made a compelling case for the approval of this grant and know that we will be able to change people’s lives with the money. We urge the approval of our grant request and will be more than happy to provide any additional information in order to justify the approval we desire. Our organizations credibility is top notch. BRAG is a first rate organization that has accomplished many things. Our HEAT program has already made a difference in people’s lives by helping X number of families with their bills. Our Chairman, Rich Van Dyke is accomplished and has done lots of good things to bring confidence in his ability to disperse the funds appropriately. Because most of our Board is made up of Mayors of the cities in which our people live we have a good vision of what really needs to happen for our clients best interests.

BUDGET
We are asking for $500,000 based on the population in our three counties. Also based on our current budget of $XX.XX we have accomplished X, and with these funds we will be able to XX.

Part Four:

You are a single male as of right now, maybe something will happen in the near future because you are definitely interested in women, it says so on your Facebook information page. Also from your Facebook page I can see that your birthday is December 7 and you turned 27. You are from Logan, Utah and went to Sky View High School in Smithfield, Utah. Bobcat for life! I am guessing from your birthday that you graduated high school in 2002, and I can see from one of your Facebook pictures you were in the school band. You are a member of The Church of Jesus Christ of Latter-Day Saints and served a mission in St. Louis, Missouri.

As I can see from all of your interests listed on Facebook, you enjoy family, religion, nature, xbox 360, and reading, but you do not like the snow. Your favorite books are the Ender’s Game series and High Fidelity, and your favorite authors are Truman Madsen and Andrew Wiles. You enjoy music by Miley Cyrus, Brand New, Stay for the Summer, Taylor Swift, Journey, and Coldplay to name a few. You watch The Office, Dexter, Modern Family, Always Sunny in Philadelphia for your television shows and Can’t Hardly Wait, Meet Joe Black, and A Christmas Story are a few of your favorite movies. Also in your list of television shows you listed “The Joy of Painting” with Bob Ross, which I would assume you watch because you love art and painting.

The artist in you comes out in the pictures you have posted on Facebook of your vacations to Alaska, Oregon, and Wyoming. You have a lot of detailed photographs you have taken of the scenery in those places. I can also tell you enjoy nature because one of your pictures on Facebook says that you worked in Ketchikan, Alaska at Coach Tours in the summer of 2010.

As for your college career, I can see from your Facebook that you are majoring in public relations and had Media Smarts in the fall of 2009. On the Mountain West Regional PR Conference website I can see that you were the sponsorship chair for this last conference in 2011. You attended the E-Week Rail Jam that happened this last Tuesday and also went to the REAL Salt Lake game vs. LA Galaxy.

You have a lot of pictures with your nephew, who is so cute by the way, but I did not see very many with any other family, so I cannot say how many siblings you have. I do know you at least have a sister because on a video link on Facebook your title was, “My sister did this.”

It was fun to learn about you Zach. You seem to have a very fulfilling life according to your Facebook page.

FINAL Position Paper

Market research shows that due to a growing health conscious society women in their 30s and 40s have decreased how often they visit Burger Planet. Women in this age group are an important part of Burger Planet’s success because they will influence the eating habits of themselves and their families. According to research that we have conducted, 92 percent of women asked would be more likely to bring their families to a quick service restaurant if it offered healthier food choices.
Based on the observation of other quick service restaurants that have successfully launched healthier options on their menu, such as Wendy’s and McDonald’s, we propose that Burger Planet create a new line of healthier menu selections, including salads and fresh fruit options.

Proactiv has launched a new campaign featuring Justin Bieber as the celebrity spokesperson. A recent article entitled, Is Justin Bieber the Best Thing to Ever Happen to Proactiv? talks about the success that has resulted from the teenage pop star. The article stated, “Most of the orders that have come in since Bieber signed on have been from the mothers of tweens.” We suggest using a health and fitness icon to promote Burger Planet becoming a health conscious quick service restaurant that women in their 30s and 40s can relate to, in order to have success like Proactiv is experiencing with Justin Bieber.

Fitness guru Jayne Peterson has had much success, most notably as the personal trainer for Opal Whitcomb. We recommend hiring her as the company spokesperson to promote Burger Planet. According to an Associate Content article entitled, Becoming Health Conscious: The Changes Fast Food Restaurants Made for the American Consumer, our country is becoming more health conscious, and with these promotions and menu changes we will not be left behind.
