Home Energy Assistance Target
(HEAT)

The Bear River Association of Governments (BRAG) is requesting funds for the HEAT program. BRAG is a tri-county Association that serves the counties of Box Elder, Cache, and Rich. The HEAT program is designed to provide assistance for low income families in each of these three counties. HEAT has provided utility assistance to 4,000 families this year and with an increase in funding through a Community Development Block Grant, HEAT will be able to increase the number of families we can help to 6,000. We are requesting $500,000 from the annual allocation of $8 million that the Utah Dept. of Community and Culture receives from the federal government specifically for projects for low income families. With an increase in funds available to the HEAT program, we will also be able to increase the amount each of our existing clientele can receive to compensate for the rise in unemployment and the increase in heating costs.

Each year the Utah department of Community and Culture receives $8 Million from the Federal Government for the specific purpose of funding low to moderate income families in several areas, including housing. The eligible projects according to Utah Government website are “Infrastructure projects (water systems, sewers, and sidewalks), public facilities, community services, housing, and economic development.” The same site also says that these funds are reserved for all counties except for Salt Lake County. Because we are three of the remaining 28 counties and in population make about 10 percent of the available recipients of the funds we feel that 6 percent of the funds are a fair allocation.

This is a perfect opportunity to use funds earmarked for low income families in a way that has immediate and powerful effects. The HEAT program is designed to pay an allocation of low income families heating bill based on the number of family members and the income the family makes. In the last year we have provided heating assistance in to over 4,000 families. We have had to turn many families away based on limited funds. Through the grant we will be able to give an additional 2,000 families assistance and raise the amount we are able to give to each family. This is a low risk project; the systems are already in place and succeeding so the chance for a failure and wasting the money is very low.

Due to the economic recession of the last several years there are many more families that qualify for this program than have in previous years. In the three counties covered in the HEAT program unemployment has increased by a large factor in the previous year. In Cache County unemployment has gone from 5 percent to 6, in Box Elder County it has increased 1.2 percent, from 8 to 9.2, and in Rich County it has increased from 5.9 to 6.2 percent. We project that due to the rise in oil costs the cost of heating a home will increase 15 percent, from $986 yearly to $1137. These two factors have caused our funds we currently operate with to be inadequate to meet the needs of the families in our counties.

We will use the added funds from the grant to increase funding to our current clients, add new families to our client list, and also educate all of our clients on how to minimize their heating costs. We are confident that with the Board of Directors we have we can utilize these funds in swiftly and efficiently meeting these goals.

The Bear River Association of Governments is best described with this paragraph from their website;
“Bear River Association of Governments (BRAG) was formed in 1971 by Box Elder, Cache, and Rich Counties. BRAG is a voluntary organization of local governments created to facilitate intergovernmental cooperation and to insure the orderly and harmonious coordination of federal, state, and local programs for the solution of mutual problems of the region. BRAG's goal is to serve as a multi-purpose organization, utilizing their combined total resources, to provide a more effective means for planning and development of the physical, economic, and human resources of the region.”
We are asking for $500,000 based on the population in our three counties. Also based on our current budget we have successfully assisted 4,000 families with their heating bill, and with these funds we will be able to increase the funding for those families and offer assistance to many more families in need.

We feel that we have made a compelling case for the approval of this grant and know that we will be able to change people’s lives with the money. We urge the approval of our grant request and will be more than happy to provide any additional information in order to justify the approval we desire. PROBLEM

CAPABILITIES
Our organizations credibility is top notch. BRAG is a first rate organization that has accomplished many things. Our HEAT program has already made a difference in people’s lives by helping X number of families with their bills. Our Chairman, Rich Van Dyke is accomplished and has done lots of good things to bring confidence in his ability to disperse the funds appropriately. Because most of our Board is made up of Mayors of the cities in which our people live we have a good vision of what really needs to happen for our clients best interests.

BUDGET
We are asking for $500,000 based on the population in our three counties. Also based on our current budget of $XX.XX we have accomplished X, and with these funds we will be able to XX.

Part Four:
We feel that we have made a compelling case for the approval of this grant and know that we will be able to change people’s lives with the money. I am guessing from your birthday that you graduated high school in 2002, and I can see from one of your Facebook pictures you were in the school band. You are a member of The Church of Jesus Christ of Latter-Day Saints and served a mission in St. Louis, Missouri.

As I can see from all of your interests listed on Facebook, you enjoy family, religion, nature, xbox 360, and reading, but you do not like the snow. Your favorite books are the Ender’s Game series and High Fidelity, and your favorite authors are Truman Madsen and Andrew Wiles. You have a lot of detailed photographs you have taken of the scenery in those places. I can also tell you enjoy nature because one of your pictures on Facebook says that you worked in Ketchikan, Alaska at Coach Tours in the summer of 2010.

As for your college career, I can see from your Facebook that you are majoring in public relations and had Media Smarts in the fall of 2009. On the Mountain West Regional PR Conference website I can see that you were the sponsorship chair for this last conference in 2011. You attended the E-Week Rail Jam that happened this last Tuesday and also went to the REAL Salt Lake game vs. LA Galaxy.

You have a lot of pictures with your nephew, who is so cute by the way, but I did not see very many with any other family, so I cannot say how many siblings you have. I do know you at least have a sister because on a video link on Facebook your title was, “My sister did this.”

FINAL Position Paper

Market research shows that due to a growing health conscious society women in their 30s and 40s have decreased how often they visit Burger Planet. Women in this age group are an important part of Burger Planet’s success because they will influence the eating habits of themselves and their families. According to research that we have conducted, 92 percent of women asked would be more likely to bring their families to a quick service restaurant if it offered healthier food choices.
Based on the observation of other quick service restaurants that have successfully launched healthier options on their menu, such as Wendy’s and McDonald’s, we propose that Burger Planet create a new line of healthier menu selections, including salads and fresh fruit options.

Proactiv has launched a new campaign featuring Justin Bieber as the celebrity spokesperson. A recent article entitled, Is Justin Bieber the Best Thing to Ever Happen to Proactiv? talks about the success that has resulted from the teenage pop star. The article stated, “Most of the orders that have come in since Bieber signed on have been from the mothers of tweens.” We suggest using a health and fitness icon to promote Burger Planet becoming a health conscious quick service restaurant that women in their 30s and 40s can relate to, in order to have success like Proactiv is experiencing with Justin Bieber.

Fitness guru Jayne Peterson has had much success, most notably as the personal trainer for Opal Whitcomb. We recommend hiring her as the company spokesperson to promote Burger Planet. According to an Associate Content article entitled, Becoming Health Conscious: The Changes Fast Food Restaurants Made for the American Consumer, our country is becoming more health conscious, and with these promotions and menu changes we will not be left behind.

In today’s trying economy, it is important for the people of the community to know how to become financially independent. The Cache Valley Area Investors Association (CVAIA) is a group that gives advice on how to increase passive income so finance trouble is not a stress in life.

There is no need to be stuck in a career that you do not enjoy. Becoming educated on how to increase passive income can help you gain financial independence and let you get out of the career you dislike. Passive income is income that is received on a regular basis with little effort required to maintain it, such as stocks.

If people learn the right mentality and approaches to investing, they can all be successful in what they desire. People should be able to spend their time doing something they love, not just a job that provides an income. Passive income largely makes this possible. There are many organizations with the stated goal of helping people understand the relationship between assets, liabilities, income, expenses. They practice the methods found in the ideologies of books including Rich Dad Poor Dad, The Wealthy Barber, The Millionaire Next Door, Atlas Shrugged, The Automatic Millionaire, and The Secret.

The CVAIA’s goal is to get people to do the things they love so they can be happier and more successful. The CVAIA meetings are member-driven and have a low-stress environment. The meetings are every other Thursday.

Every winter season, starting on November 1, Bear River Association of Governments (BRAG) provides eligible low income families money to pay off their utility bills. This funding is possible through the Home Energy Assistance Target Program (HEAT). The HEAT Program is running out of funding for this winter season, so those in need of assistance should apply as soon as possible.

“Everyone from laborers to students to seniors can apply, and the application process is simple,” Allison Richman, director of the HEAT Program said. The amount of money paid to each family is based on fuel type, household size, family income, and family energy burden. The money is generally sent directly to the utility company.

Identification, social security card, a copy of the most recent utility bill, proof of all income received in the past month, and proof of medical expenses during the past month are required documents that need to be shown in order to apply. Applicants must meet 125 percent of the poverty limit to be considered.

Cache HEAT Program offers utility and electric bill programs. The services they offer will help low to moderate income households in the community pay a portion of their winter utility and heating bills, and/or provide grants for emergency utility assistance to prevent shut-off of a service. In addition, they also administer the Utility Moratorium Program which will prevent winter utility shut-off between November 15 and March 15 of each and every winter.

Getting Involved with the Social Media Club of Cache Valley
LOGAN,UT—Preston Parker, President of the Social Media Club of Cache Valley, spoke briefly on Tuesday about the newly organized Cache Valley group that came in August 2008. The Social Media Club meets the second Tuesday of every month, and anyone interested is welcome to the meetings. The main goal of the SMCCV is to expand people’s literacy of social media, and learn about the future advancements of it in everyday life.

“Whether promoting a brand for a company or learning how to post on Twitter, social media will always be around us,” Parker said.

The Social Media Club is a global organization that was founded in 2005. Logan’s chapter is one of three in Utah.

Case Study- Carroll vs. United

A YouTube video went viral when a hopeful new country singer, Dave Carroll, sang about how United Airlines broke his guitar.  About a year later with almost ten million views on YouTube, Carroll is now famous while United Airlines has a bad reputation they need to try and turn around.
            Carroll was waiting for his plane to take off for Chicago when he noticed his guitar case was being thrown around by the baggage worker.  Landing in Chicago, he found his guitar was broken.  After he received little help from the United employees, he let the issue rest for about a year before creating his popular song/video, “United Breaks Guitars.”  Carroll became very well-known and United lost a lot of respect from the American people.  Not only did Carroll make one video, he made two others to go along with it.
            You may point the blame at United Airlines, or think Dave Carroll was wrong for what he did.  Either way, public relation professionals needed to be involved to alert the public on the situation, and in United’s case, find the right words to turn their bad reputation slowly into a good one.
            In my opinion, I thought what Carroll did was a creative way to show United that they cannot get away from what happened, and a great way to catch their attention.  I do think that making three videos on the matter was a bit extreme, one definitely sufficed.  Carroll brought to United’s attention some issues they needed to fix and hopefully put into perspective for them the areas that needed the fixing.  Whether Carroll had intentions of this video causing this much uproar or just thought it would be a good song, it undeniably caught the eye of most Americans.
            After the second YouTube video was released, United put out a decent statement about their thoughts on the situation.  I assume that because of this statement, United was not affected as badly as it was with the first video.  They also put out some statistics showing that breaking luggage is not something that typically happens at United Airlines.  I think United was right in putting out this statement along with the statistics in order to defend themselves, but action should have been taken long before a video ever came out.
            United’s policy did not allow them to give Carroll a new guitar, but they should have offered their apologies and given him a free flight or some other perk.  They also should have trained their baggage employees a little better and taken action to suspend or terminate the employees who were rough with Carroll’s guitar.
            If I were in the shoes of United’s public relation professional, I would have asked a top official in the company to write an apology letter to Carroll.  I believe that Carroll would not have created such havoc if he had been treated nicely whether he got perks or not.  I would have also made a statement to the public addressing this issue and present ideas for what United wanted to do to prevent something like this from happening again.
            United lost a lot of money with this case and could have stopped it from happening with the correct public relation message and action.

Dear Parker,

Another semester has started here at Utah State University, and I am still continuing my education in Marketing and Public Relations.  Before this semester I just had a vague picture to what it takes to actually be a public relation professional.  There are so many different subjects that one needs to know about in order to be the best in the business, especially when it comes to good writing skills and communication.

Writing is one of the most important skills I will need to know in this public relations profession.  Learning how to communicate through writing is crucial to my success.  I need people to understand exactly what I am trying to get across to them through only my writing.
           
An important part of public relations writing that I am trying to learn is how to create good relationships between an institution or company and the public.  In order to do this I have to know what to communicate and when I need to communicate it.  I will do research on human behavior and know what kinds of people I am dealing with in order to complete my task of creating these relationships. 

It will be a challenge taking on this new adventure, but I am excited for it.  Who knows, maybe one day you will see my work at a top company.  For now, wish me luck!
